Citizen data must not leak
Every application, every letter, every decision carries personal data. Pasting that into ChatGPT is a leak and a GDPR breach. Poland's DPA (UODO) has already fined local governments. The statutory cap for a public body is PLN 100,000, but the real cost is reputational and political fallout.
AI Act demands a decision trail
From 2 August 2026 the EU AI Act puts auditability, logging and decision reproducibility obligations on high-risk systems in public administration. Public GenAI tools do not provide that trail. An administrative decision without a source is hard to defend in an administrative court.
UKSC: personal liability of the head of entity
The amended Polish UKSC act applies from 3 April 2026. The head of the entity (mayor, director, CEO) is personally accountable for cybersecurity oversight. Administrative fines reach up to 100% of monthly remuneration in a public body. Uncontrolled use of public AI is an exposure that cannot be delegated away.

Procedure assistant for the officer
An officer asks in plain language: "how do we proceed in case of flooding in the municipality?". The Digital Worker answers from the current procedure, citing the page number and effective date. No more digging through folders. No more guessing which version is current.

CortexMine's first customer is a state-owned company, an NIS2 key entity, in the manufacturing sector. On-prem deployment, multi-year contract, production go-live Q3 2026. The same architecture is dual-use. The security profile, audit requirements and document workflows transfer directly to the public sector.
Co-Development with public-sector partners
Ahead of general availability, CortexMine works with a narrow group of public-sector units in a KPI-gated Co-Development program. KPIs are agreed in writing before any work starts. Infrastructure runs at CortexMine's cost during the 60 to 90 day Co-Development Phase. The commercial license activates only after the agreed KPIs are met, with a 3-year price lock. No pilot fee, no activation fee. If KPIs aren't met, we part ways amicably and nothing is charged.
